#280 New entry encoding (TeX)

I would like to have an additional (sub)encoding called
"TeX encoding". What I mean is: I want to write my
entries in a encoding like "ISO-8859-15" or "UTF-8" and
when the program save the file the letters shoud be
converted zu TeX/LaTeX encoding. Example (german umlaut):

Ü --> \"U

The same task does

recode --diacritics latin1..LaTeX file.bib
