I think you mean "externally", not "explicitly", i.e. you
want to create an external groups file and use it for
multiple databases.
Since we wouldn't want two separate files this would require
an "Import groups from other .bib" option. Seems like a nice
feature.
As a workaround you can simply use a text editor to copy the
groups data from one file to another (they are at the end of
the .bib file, starting with the line "@comment{jabref-meta:
groupstree:"). Be sure to make backups before you do this!
Or are you doing this already when you say "insert all the
groups"?
