It's never simple is it? You need to include the patch binary in your patch file so it is there when setup needs it. As you are copying a bunch of stuff to the ipcop anyway I don't think this is a problem. If you really don't want to do this then you need to write a sed or perl script which edits the rc file to produce the new version - I'd stick with option 1! Pete.
