Plug the wire from IPCop Blue into one of the LAN ports on the WiFi instead of the WAN port on the WiFi, and turn off DHCP in the WiFi. Make sure DHCP is on in the IPCop Blue pages. That would put your Laptop on 192.168.2.x instead of 3.x >...I then create the VPN to another Terminal Server out in the Web.... Umm - IPCop is already Linux and it can do VPN - maybe you could set it up to link directly from IPCop to the terminal server out on the web? (I've never set that up so you'll have to look at IPCop's VPN pages.) That would totally leave the Cisco box out of the equation.
