Just a thought based on some other stuff I was working on earlier this week. I believe if you add the TFTP server as the next-server option (66?) to the DHCP server which is issuing addresses to your phones they'll look for the TFTP server there. I know on our Mitel system there are several DHCP options set which facilitate much of this.
