Summary: special phonetic characters in filters

Initial Comment:
I would like to write a filter to replace the character 'à' (accented a) by 'ha'

This doesn't work:
s|à|ha|g
In the target page the character is written by a single character, not by html code (e.g. à), and in any case adding a filter for html codes, did not help.

The same filter contains other rules, which all works.
Any suggestion how to rewrite it?
