I can confirm this does work where you can control jitter and packet loss. It most definitely is not for everyone. I am running 2 x asterisk / iaxmodem boxes load balanced behind an SBC with Level3 in the USA in production with paying customers. During commissioning we tested it up to a design capacity of 120 concurrent PSTN originated fax calls (60 per server) with 100% success rate. We have SLA guarantees in place for jitter, latency and packet loss with Level3. Calls are carried on Level3 DID's over their private fibre and delivered to our equipment located a single network hop from their media gateways in NYC. I expect we could probably go higher than 60 calls per server, however the limiting factor in this instance is our SBC which is handling the media streams (480 G711 streams at full spec as each call has 4 media streams from the perspective of the SBC) and would probably choke if we tried to increase it significantly. The problem is that every inexperienced user will read your message and believe that they, too, will have the same play out for them. Unfortunately, the chances of that being the case are rather rare. So if you have a situation where your faxing over a VoIP service works for you, then I'm pleased for your luck.
