The generated PS/PDF files do not have images because the picins package is required. However it is not a free package, so that it is not in Debian. Either picins should be replaced by a free alternative or there should be a fallback to a free alternative. [#655] suggests wrapfig.
I have not been able to find any suitable replacement for picins.sty.

Note that the upstream source distribution package of gnuplot always contains a complete PDF user manual (gnuplot.pdf), so picins is not required for either repackaging or local installation.

Using the upstream gnuplot.pdf may not be a good idea because one may want to regenerate it if patches are applied to the documentation.
What's the problem with wrapfig?
Note: the missing figures actually don't come from the missing picins, but from buggy paths in docs/Makefile.am. I'm going to report a new bug about that.
