This bug may be related to this one:

Using the windows enhanced terminal type, x-axis labels move relative to their xtics upon stretching the plot, if "set xtics rotate by <degrees>" has been used. If the labels are NOT rotated, they are anchored to the xtics unpon resizing, as they should be.
This was observed in Windows XP, gnuplot release 4.6.0.

I can't reproduce this problem using the gnuplot 4.6 binary on Windows 7, nor can I reproduce it running under a wine emulation for XP.
So further debugging will apparently require someone with a "real" XP system.

I was able to reproduce this using the gp460-win32-setup.exe installer version of gnuplot on Windows 7, executing the command line "wgnuplot example.gp --persist".
