I've found a way to make all modules share the same checkstyle 
configuration file, note that this this only works for maven beta 10 (as 
they have just switched to the new Checkstyle xml config file format).

There is a new
geotools_checks.xml file in the top level directory, I've modified it 
slightly and commented out some of the nosier checks, we can switch them 
back on over time.
