Here is the program that we normally use to regenerate the epsg-wkt
property file contents
when the HSQL db is updated:

https://github.com/geotools/geotools/blob/master/modules/plugin/epsg-hsql/src/test/java/org/geotools/referencing/factory/epsg/PropertyDumper.java

It looks like the current epsg.properties file got dumped from the last
epsg-hsql database
(but as said, it's just not functionally equivalent, we lose a lot of
information going to
the wkt format).
