name and description (and boundedBy) are all part of the abstract feature definition which GML content extends. They are *optional* attributes (i.e. minOccurs = 0 ) - but they do exists and could be filled in.

I think you can turn them off (minOccurs=0 maxOccurs=1) but that requires the published type to do a bit more work.
