It was my understanding of ISO 19111 specification, but I'm not=20
absolutly sure about that. I will revise that (what about opening a Jira=20
task on the GeoAPI's (not Geotools's) JIRA?)

I would be in favor that Parameter do not changes unit. It may not=20
really be a departure from ISO 19111 after all, since ISO 19111 use a=20
Measure class, which is splitted in Object vs Unit pair in GeoAPI.
