For now I'm the only person with an upload account to ibiblio, I can 
arrange for more/all of the PMC to have accounts but we still need a 
general process for developers who need a new jar to be uploaded so to add 
a new jar:

Create a new JIRA task here: 
http://jira.codehaus.org/secure/CreateIssue.jspa?pid=10270&type=3
Set the component to 'admin'
Include a link to a location where the JAR can be downloaded from
Include a note of what licence the jar is covered by.
State what project or company the jar should be listed under (i.e. what 
groupID you used when refering to it in your project.xml file)
Include a note of what version number the jar should be given (maven 
requires jars in the form foo-x.y.jar).

I will try to resolve upload requests as rapidly as possible.
