I expect each module maintainer to go through the review.txt file I 
sent, and for questions like WKB licensing they may choose to create an 
issue.
I do not know if this sort of thing is an "issue" the module maintainer 
will want to address, perhaps everything is okay and they have more 
information then me.

I think I may need to start chatting with individual module maintainers 
that have not responded to email .... if you think creating a bunch of 
"read over the review.txt" Jira items will help we can do that as well.
