Hi Richard, If it is just a small patch you could send that to the developer list and agree with one of us to integrate it into SVN. A proposal may then be an overkill. If it involves a whole range of files (XSLT, Java. ??) and you see a possible nasty side effect on other parts of the system, then I think you best write a proposal that gives more details.
