I think checking for new versions should be opt-in as well. We should, of course, strongly advice the users to have that feature turned on, but it should not be on by default. My stance here is that _no_ data should ever be sent to us, unless the administrator has specifically allowed it. We should also explain what data we are gathering and how, should they chose to enable it.
