Summary: 100% CPU Usage when showing System SidePanel

Initial Comment:
I get 100% CPU Usage when showing the System 
Sidepanel. Usage goes back to normal when I close the 
System Sidepanel. The process is freeorion.exe

FreeOrion 0.3.1-RC3
Windows XP SP2
Pentium-M 1.86Ghz
1 Gig Ram
Nvidia Geforce GO 6800 w/256 Meg Ram

Happens in single player mode with the default system. I 
will have to double check if it happens with a uncolonized 
system since the default system is already colonized when 
you start the game.

How about some context?  What planets were in the system? 
Did it include asteroids?  Was it colonized by you and/or
some other player, or totally unoccupied?

Additionally, The 100% usage starts as soon as I load the 
game until I load a save game, then goes to normal until I 
open the System Sidepanel.
