I have not changed anything to the way the column widths are specified. 
This was already possible for the csv-table and list-table directives. 
I only made this possible also for the table directive.

The column widths are not specified in percent. They are relative 
column widths (relative to each other, not the text width). If you 
specify

.. table::
	:widths: 1, 3, 2

column 2 will be three times as wide as column 1, and column 3 will be 
twice as wide as column 1.
