There is no need to. Make sure the writer is found by Python (copy or
link to a directory in the PythonPath) and place the (to be written)
rst2man (or rst2man.py) frontend in your PATH for executables.

I usually start with a similar front-end (rst2html, say) and add the
relevant parts. See my sanbox projects (latex-variants, html4strict,
html4trans, code-block-directive) as examples, they all come with a
rst2*.py front-end
