Using either the 1.72 and 1.73.2 stylesheets and the following XML fragment:

<step><para>Run Isode Service Manager.</para>
<step><para>Select <menuchoice><guimenu>Service</guimenu><guimenuitem>Stop all</guimenuitem></menuchoice>. Wait for the services to stop.</para></step>
<step><para>Exit the Isode Service Manager.</para></step>
</procedure>

The second step is drawn with two different baselines. It seems to be related to the use of the Symbol font to get the arrow character. I get similar results using FOP 0.94 and XEP 4, both running on Solaris.
