#22 Implement [ 1692653 ] Strings to resources for i18n, l10n.

Here is the patch that makes the Console fully localizable. Well... as fully, as I could find out.

The patch is applicable on top of VS2005 build (sorry, I don't have VS2003).

It modifies:
- TabbingFramework for localizable tips;
- Console source code to store localizable strings in satellite DLLs;
- Adds console_ru project, which is Russian localization together with ReadMe.txt on how to make other localizations.

Sorry about my late realization that the Russian .rc file could be corrupted in the patch (or when created by applying the patch). Hence, I'm attaching it separately. Please, download into console_ru project's folder, replacing the one from the patch.
