iPcRegion and iCelRegion have nothing to do with each other.
iCelRegion is used by the zone manager while iPcRegion is pcregion
which is a different (and older) property class.

As to your problem, if you know the name of the start location then
you can get the name of the sector from that iCameraPosition
interface.
