you won't get tags until you have 3 uploads with a given tag -- sorry 
but I think it's hard coded. If this bugs you insane you can find the 
code in cclib/cc-tags.php:

function ShowAllTags()
{
   $tags =& CCTags::GetTable();
   $tags->SetSort('tags_tag');
   $where = 'tags_count > 2';

And change that '2' to '0'.
