#1104 [Stendhal] Add min-level to items

Most equipable items should have a min-level for two reasons:
1) It makes more weapons interesting
2) The current situation upsets players: They beg for very good items early because they desire to have the immediately. And even worse: They may drop them on death and get upset about it because they cannot get the weapon again on their own. New players who have appropriate equipment don't tend to get upset about dying much.

Was this recently completed by Bluelads4? Many items got a level added from the wiki.

yes I added more minimum levels, most of the items with a suggestion got one now, I added the current min levels to the list, items without such an entry are still without a min level.

Still some items missing, but I'm not going to add min levels to them, maybe someone else wants to work around it.
