I had the same issue and it was caused by fact that file "KeePass.exe.config" (mentioned in error message in original post above) was not up-to-date. It contains XML tag "bindingRedirect" and its attributes "oldVersion" and "newVersion" were reffering to very old version number (2.48) instead of current version number. During KeePass updates, I was always copying the entire ZIP file over the application folder so I am not sure how such a thing could happen that "KeePass.exe.config" was never updated....

Three dots menu on the right side of the search box needs to be reachable by keboard using at least one of the following: Tab stop (So if Tab key is pressed in Search box, the menu gets the focus and can be opened by space.
