Perhaps not very useful input, but I just wanted to add that I too have noticed loading issues sometimes when starting SEB 2.3 on macOS 11.1, and it was always resolved by simply closing and reopening.

The configuration file you are loading is encrypted using a password. You need the password to load the file, so you have to ask whoever gave you the file for that.

There you have an error message to report to however is behind the website. If you send me credentials, I can check more precisely which Safari version is not supported, and perhaps which unsupported API or syntax it uses.

Is it the login page that is blank, or after login (then I need credentails to check)?

Perhaps the pages uses some modern JS syntax that the embedded webkit (which SEB uses) in macOS 10.14 doesn't support. What's the url that is blank inside SEB but not outside?

The reason is to still be able to use the Browser Exam Key, which requires the settings file to be static, right?
