Could I ask about the status of this (and the other PR)? Planning for the formats targetted for TL2019 is getting to a critical stage and really we are assuming that these are in, otherwise xetex will be the only engine (out of xetex,pdftex,luatex,ptex) without this. Without the changes here, it will be increasingly difficult to support xetex for newer latex3 features where using \expanded greatly simplifies the coding.
