Is there documentation on Virtual Devices? I'd like to understand better what scenarios it would be used in.

Any way to open 2.4 snapshots in 3.1? This is a real headache, since most of my game points are saved as snapshots. I say that is a mortal shouting to the C64 gods.

You are right! Disabling Virtual Devices fixes the problem. What is this option used for? I assumed it referred to virtual drives, but obviously not.

It would be nice if settings were saved independently in order to run 2.4 along side 3.1. I guess 3.1 just imports 2.4 settings? Sorry, I don't understand much under the hood of VICE yet.
