jedit startup option in its trayicon menu (OS Windows)

Add the menu item to menu trayicon for windows. This item in the dialog box allows the user to turn off the automatic startup JEdit after startup Windows.

I'll work on this functionality. Please, write opinions and suggestions that can help make it right.

I think it makes sense to implement this functionality
