Date format does not respect Regional Settings

When comparing folders, the format in Left / Right date is not respecting the OS settings, specifically when you use Customized Regional Options.

Example: my Regional Options are set to: English (United States), which has default date format m/d/yyyy with 12 hrs time but I have customized my settings to be yyyy-mm-dd with 24 hours time. Nevertheless, WinMerge displays dates like 1/30/2011 4:27:14 PM instead of 2011-01-30 15:17:14

Everything is fine if the customized regional options match the default (e.g. if I change to UK, then dates are shown 30/01/2011 15:17:14)

This could be related to #682261. I have not found other bugs with similar issue.

Note, I'm running version 2.12.4.0 Unicode, on XP SP3
