The Windows installer contains the source code and the precompiled graphical user and command line interfaces.
The tarball contains source code and makefiles to compile the lib and all binaries. It requires Lua 5.1 (since release 3.15 Lua 5.2 is supported), Boost and Qt 4/Qt 5 to compile all components.
