I like program Snipping Tool from Windows 7, but it does not allow pixelized image fragments.
And... I made it.

Drawing tools: pen, marker, pixelization, eraser.
Send images to the FoxTools.ru or ZzWeb.ru.
Saving images in graphic formats: PNG, JPG (JPEG), and GIF.
