Changes to optimize call/1. 300% speedup for the usual case of atomic goals.

Changes to optimize call/1 for atomic predicates (e.g. not ,/2 ;/2 etc.

Also, tweaked an error message for atom_chars/codes

Changes mostly to get separate indexing of standard predicates.

Oops -- forgot to add test_bounds.pl

Got rid of CPs in call/2-9

Added call/[4-10] built-in predicates.

Updating make to accord with the pl->P changes to support dynamic loading of CLPR modules.

Changing .pl -> .P for some files to work better with the module
system. At some point, perhaps we should add .pl to some of the
dynamic loaders, or at least think seriously about it.

added test of precision for compiled float code -- I'll probably have to modify this for 64-bits.

loader_xsb.c - changed environment conflict message from an xsb_error
(a soft error) to a warning. Two things prompted me to do this.

First, this sort of soft error seems a bit confusing with our (mostly)
ISO-compatable notion of what an error is. Second, after emitting the
message, calls proceed correctly -- so a warning seems a better choice.
