This bug appears when annotating a pdf. If the page counter is increased beyond the last page of the pdf document (using the "up" arrow next to the page number at the lower left of the window), the last page of the pdf file is displayed in duplicate.
Example:
-go to the last page of the pdf
-click the up-arrow on the page counter three times
-then scroll back. The last page now appears four times (one original and three duplicates)

    It's not quite a bug, though the behavior is indeed very confusing in the situation you describe and should be improved (not sure how).

    When writing on plain paper instead of annotating a document, this is a desirable behavior: when you're on the last page of notes, pressing "next page" creates a blank page with the same paper as the one you were writing on, since that's most likely what you want to do, and it's much faster to do this rather than go into the menu and figure out what entry exactly to use.

    Since the preset paper types are limited, users are encouraged to use 1-page PDF documents as blank paper templates for custom paper types (sheet music, etc.); in this case, the same behavior lets them create more pages of custom paper as needed for multi-page documents.

    Now, I do see that when annotating a multi-page PDF document it might be better to create a BLANK page (since legitimately the user might want space to jot down additional notes or continue things somehow) instead of a copy of the last page of the PDF. This would probably be a lot less confusing.

    Fixed in 0.4.8. The new default behavior is to use default paper on newly created pages; select Page -> New Pages Keep Background if you want the old behavior.
