If DVB subtitles are similar to one of the existing subtitle plugins, you can
put it in one of the existing libspu* directories. If it is different, or so
complex that the implementation needs multiple files, open up a new
directory, like xine-lib/src/libspudvb. Once you have decided on that, just
"cvs add" the files and commit them. If you are not sure about integration
into the build system, someone else can help you from there.
