Yes !
Personaly, I use version 2.15.4 : https://sourceforge.net/projects/winmerge/files/alpha/2.15.4/WinMerge-2.15.4-x64-Setup.exe/download but I guess that version 2.14.0 works also.

Yes, there is 32 and 64 bit version and they both work in Win 10 64 Bit.

I updated my 32 bit version and have both versions now:
