#2274 File locking tool
I'd like to add this small tool to our repository. It is not directly related to WinMerge, but it is useful when testing and developing file system related code.
I've written this tool few years ago and used it regularly to debug WinMerge code when files are locked or when they cannot be opened for some reason.
Usage is pretty simple - select the file, select if you want read and/or write locking and click "Lock" button.
