The answer is "use WinLIRC". That's exactly what WinLIRC does; it's sole purpose in life is to interpret the data coming over the serial port. It's not a trivial thing to do, and there's no reason for you to reimplement it. Instead, you should just run WinLIRC, and let your VB application connect to WinLIRC and read the commands from there.
