The telnet/SSH app uses the standard Telnet/SSH ports. If you can't do telnet through your firewall without Webmin, you can't do telnet with it. You can probably use it in other ways, however, if you can get access to Webmin via HTTP through your firewall (it requires you to have either another IP for Webmin to listen to on port 80, if only port 80 is allowed--or it requires the firewall to have another open port you can use, 10000 is the default for Webmin). Webmin includes a 'Command Shell' module which requires nothing but a standard HTTP connection. If you can browse to your Webmin, then you can use the command shell. It isn't capable of interactive behavior however..so nothing complicated.
