[webmin-l] webmin & iptables Q?

Quick one...  I'm trying to use webmin to manage my iptables entries on 
my server(s) and I've adjusted the module config accordingly and even 
created a starting file with iptables-save >filetobeusedbywebmin.  And, 
while I see these entries from within webmin and I can add/change then, 
when I click on apply, my firewall breaks and starts locking people out.
If I'm starting with a fresh file made from the iptables-save utility, 
why might applying from webmin seem to be breaking the tables?
Otherwise, everything else seems OK.
Any ideas?  Thanks.
