[webmin-l] File upload / download module

Hi

webmin 1.310 (waiting before i update to 1.320)

i want to allow 1 user access to be locked to his account for 
upload/download of files.

i created a new webmin group and set only Upload/Download in that group.
i can login as the user but see all the directories when looking for "File 
or directory to upload to"
also i cannot see the Module Config despite this being set.
