Simply click on "Webmin Users" from the main screen, find the webmin user account for your new client, and select the "Users and Groups" module on the right. The option at the top "Unix users who can be edited" allows you to specify a range of UIDs. You can use this to block out the system users, and there is a similar option further down for groups.
