Create a new file editor

Hello

I have a quick question. 

I need to setup a "Create a new file editor" Custom command that will edit a file that is in every home dir on my machine. I was thinking that I could put "/home/$USER/dir/file_to_edit" as the file to edit. It seem that the $HOME unix environment var does not work. 

Does anybody have a solution for me? All I need is for a person to be able to edit ad file in there home directory. I could setup a separate command for every user but that is a big pain in the butt. Like to have one that everybody has access to..
