Fortunately, because so many people want to have commands run after making
changes to users and groups, if you go into the Users and Groups module and
click on Module Config you will see an option 'Command to run after making
changes'. Just set that to your rsync command, and every time someone
adds, modifies or deletes a user it will be run.
