Greg,
I've reproduced your problem on my home WAMP computer. First I loaded 3.04
from the latest release and then updated to the CVS version with
TortoiseCVS. I found the problem and have a couple of changes for you to
make to continue. I will also submitted them to Phil for CVS when I get back
to my office on Tuesday.
In the file /includes/LanguageSetup.php change lines 41 and 42 to read:
require_once($PathPrefix . 'includes/php-gettext/streams.php');
require_once($PathPrefix . 'includes/php-gettext/gettext.php');
In the file /reportwriter/ReportCreater.php change line 29 to:
define ('DefRptPath','../../companies/weberp/reportwriter/'); // path to
default reports
In the file /includes/footer.inc change line 30 to (no wrap):
echo '<A HREF="http://www.weberp.org" TARGET="_blank"><IMG SRC="'.

The foreach error will go away as soon as you have imported one report. I
have a change for index.php that I will submit later. Just import one of the
test reports form the import tool in report creator and the error will
disappear.
I have imported one of the reports from the CVS
/companies/weberp/reportwriter/ directory and was able to output it right
away.
The problem with get-text seems to be a difference between Apache in unix
and windows regarding relative pathing. the $PathPrefix is a new variable
added to set the relative pathing. For some reason the *nix servers keep
track but the Windows servers reset them. This is an error resulting from
scripts being initiated from a subdirectory versus the root. Until report
writer, all scripts initiated from the root and many of these problems were
masked. Let me know if you have any more problems.

I'm still dealing with the FPDF problem (1) and the report writer issues (2
& 3).
CVS install and upgrade questions:
To upgrade I simply copy the complete cvs directory to my server,
then update the company directory, config.php, and run sql scripts. So I
should be running whatever is in CVS, and therefore the "correct" fonts.

I'm running the exact CVS version, so I'm not doing anything
different. I'm running a WAMP configuration, with PHP 5.05. webERP 3.04
runs without a hitch.
