After reading the sources, I have noticed that Audiotap
already has support for generating VIC-20 tapes through
the settings in the TAP header (dunno how it works
when linked with WAV-PRG to generate a tape out of a
PRG though).
However, I could not find any evidence that the machine
and video mode can be set when converting a tape into
a TAP file. I have personal experience with PAL VIC-20
files not being loadable on a C64 or anything expecting
C64 input, and before modified another tool (Tape64) to
successfully load VIC-20 tapes.
Since there is an initialization of machine and video mode
in the routine which allocates a TAP (in the TAP library),
and all the sufficient code and constants seem to exist
already, is there any possibility that the program will
allow the user through interface or command line to set
those parameters?
If nothing else, I can try to make the changes myself
and report back. The Windows GUI would however need
some modification to incorporate a such change. If I am
not mistaken, the same lack goes for loading C16 tapes?

The new version of audiotap.dll has a new function, which
allows to set machine and video type when reading WAV
files. WAV-PRG 3.3 and Audiotap 1.3 allow to change this
setting from the advanced options
