[War-devel] Design document early draft

Hi

Here is the first very early draft. Look at it and tell me if the
structure (and maybe also the content so far) is good or bad.

Sam - you and me need to coordinate the rules. They should be inserted
somewhere in the document.

Søren and Jan - when we have the units ready in descriptions, we then
need to start having rendered screenshots of the units. After that we
should have some design of the user interface. I'll try to make dummy
screens showing functionality that I will include in the design
document. Then we can design the real UI one by one and replacing them
in the document.

We should all start talking about races and differences in them (design
wise and stat wise)
