That directory contains(ed) versions of the FindXXX.cmake modules that CMake isn't distributing yet. In particular it contains modules that we need right now, but aren't likely to make it into CMake for a version or two. It used to contain lots of FindXXX.cmake files before CMake was distributing any of them. As CMake started to acquire its own copies, VXL donated our versions to CMake. In general we would prefer to avoid having any files in $VXL/config/cmake/Modules/NewCMake, and instead use ones in CMake. The main reason is that CMake has a broader user base than VXL, and they're more likely to get bug fixes for those module files than we are. CMake also releases more frequently than VXL, so users will get things faster.
