[Vxl-maintainers] trac setup

Hello Everyone.

I have enabled trac at the sourceforge website. I have also
deactivated the sourceforge wiki and tracker (which were empty, except
for a page in the wiki that I will port to the new wiki) to avoid
confusion among users.

The configuration that I used for the Tickets is detailed below, but
maybe it is easier to just go to the site and hit the "newticket" tab
and look at the drop down menus and default values.

Note that I created many components following the modular nature of
vxl (we could remove them for a simpler taxonomy, but I think they are
pretty clear). The components that have a name next to them represent
tickets that will automatically be assigned if the component is
chosen. These were assigned according to the "lead maintainer"
information on the website. For example, tickets regarding vnl will
automatically be assigned to Amitha... that doesn't mean that other
developers can't take it over or that Amitha can't delegate the
responsibility. I think this should be done for all core libraries,
but there wasn't information on the web about who is lead on v3p,
testlib, vidl, and vcsl. Thoughts about this scheme?

I will send another e-mail about permission management to keep threads
separated.
